There will be no punishment

Post by tanjimajuha20 »

press service of the Competence Center for TIM "Dom.RF" explained that a large share of developers are just beginning the transition to TIM. "There is no acute shortage of Russian software. The register from "Dom.RF" alone contains about 300 software titles for various purposes. So far, the level of TIM implementation is relatively low, because the construction industry is conservative, and it takes time for developers to appreciate the advantages of modeling technologies," the press service representative added.

"As such, the resolution thailand whatsapp resourcedoes not stipulate any punishment for developers who have not switched to TIM. There was verbal rhetoric that banks would not have to issue project financing if the developer did not provide a 3D model of the future facility. Another possible restriction is that the developer will not receive a building permit. But there is no talk of punishment. The Ministry of Construction believes that those who do not switch to TIM are punishing themselves," explains Maksim Nechiporenko, Deputy General Director of Renga Software (developer of the Renga BIM system, the company was created in 2016 as a joint venture of Ascon Group of Companies and 1C LLC).

According to Maksim Nechiporenko, Resolution No. 331 does not specify that the developer is obliged to use only Russian software; it does not matter what software is used to build the model, the main thing is to provide it in the required format. However, given the sanctions and restrictions imposed, only domestic software can be legally used.

"There is a separate government decree No. 1236, which dictates a ban on the use and acquisition of foreign software for state and municipal needs. The customer - be it a state corporation or a developer with state participation - is fully subject to its effect. But private companies - for example, PIK or GC Samolet - are not subject to it," added Maksym Nechiporenko.

The press service of the Ministry of Construction of the Russian Federation (Minstroy) did not report any punitive measures for developers who do not use TIM, but according to the Ministry of Construction, it will be more difficult for such developers to interact with other market participants, since joint work in terms of digitalization of the construction industry is aimed at creating a unified digital environment.

The press service of VTB Bank reported that VTB does not plan any additional restrictive measures, since the presence or absence of the TIM model does not provide for any restrictions in the work of credit institutions with developers.

"But we are actively working with other market participants on a standard within which it is planned to unify the data of the TIM model for the purpose of obtaining a loan," added a representative of the VTB press service.

According to the Ministry of Construction, in order for Russian products in the field of TIM to be competitive and meet the needs of the industry, the ICC "Construction" has launched work on creating and refining complex software, including for TIM tasks. In addition, the Ministry of Construction and "Dom.RF" are holding targeted strategic sessions in the regions with developers to prepare them for the transition to TIM.
