The Ministry of Digital Development, Communications and Mass Media has proposed creating a regional segment of the Unified Biometric System (UBS) in Moscow. You can read the draft resolution of the Russian government and leave comments atFederal portal of draft regulatory legal acts.
The draft resolution states that Moscow residents will be able to use biometric data from the regional segment of the Unified Biometric System to pay for travel on public transport or for parking, to enter the territory of organizations or cultural facilities, as a second security factor when entering city services, and also to provide meals for children in Moscow schools.
The explanatory note croatia whatsapp number database states that the draft resolution proposes to create a regional segment of the Unified Biometric System based on an appeal from the Moscow government, and its implementation will not require any additional expenses.
to register biometrics in the regional segment in the so-called city application; it will also be possible to give consent to the use of biometrics in regional services through the mobile application "Gosuslugi Biometrics".
Biometrics are not stored on "Gosuslugi" - the portal only contains information about biometrics posted in the Unified Biometric System. It is displayed in the portal's personal account. Citizens can delete biometrics at any time after transfer to the Unified Biometric System. To provide services, the Unified Biometric System uses vectors rather than photographs - sequences of symbols generated by a neural network based on images.
Since 2021, the Moscow government has been collecting biometrics through the Moscow Metro app - Muscovites already have the opportunity, for example, to pay for metro travel using their face. When asked whether the same app would be used to collect biometrics in accordance with the new project or whether it would be a separate service, the press service of the Moscow Department of Information Technology did not answer.
"The regsegment is needed so as not to spoil the user experience. In Moscow, for example, about 300 thousand people use biometric travel. They have already gotten used to the service in its current format. Some innovations may scare them off. And the regsegment will allow us to meet the requirements of the law in terms of security, while leaving the "shell" of the service in its previous form," a source in the market told a ComNews correspondent.
Before this, there were no such regional branches of the Unified Biometric System in Russia - the task was, on the contrary, to centralize the data: all banks that collected biometrics were supposed to transfer it to the Unified Biometric System in the fall of 2023.

According to VTsIOM, 71% of Russians have no experience of submitting biometrics, and 39% have no idea what it is. "The regional segment is not an independent information system, but a part of the GIS EBS. For the entire EBS, including the regional segment, the law provides for uniform conditions for the operation and security," reported the press service of JSC "Center for Biometric Technologies" (CBT, operator of the Unified Biometric System).
According to a representative of the press service of the Central Bank of the Russian Federation, the operator of the regional segment of the Unified Biometric System (GIS Unified Biometric System) is responsible for processing biometrics in the regional segment of the Unified Biometric System. And according to the Ministry of Digital Development, this will be the regional authority or a state institution subordinate to it.
