The Russian government has temporarily suspended the centralized procurement of office and antivirus software by the Russian Ministry of Digital Development for the needs of federal government agencies. The corresponding government decree was published on the legal information portal.

The fact is that previously, centralized procurement of software for government agencies was carried out within the framework of the national program "Digital Economy of the Russian Federation", and in 2019, the Ministry of Digital Development concluded government contracts for the supply of the necessary software in the amount of 1.03 billion rubles. Since 2021, the event for the centralized procurement of software for government agencies has been excluded from the national program.

"The budget allocations for the implementation of the national program "Digital Economy of the Russian Federation" provided for by Federal Law No. 466 "On the Federal Budget for 2023 and for the Planning Period of 2024 and 2025" have been fully distributed in accordance with its goals and objectives; there is no undistributed funding," the explanatory note said. "In this regard, the implementation by the Ministry of Digital Development of the Russian Federation of the powers provided for by Resolution No. 658 in 2023-2025 will require the allocation of additional budget allocations from the federal budget."

The note also noted that a significant portion of federal executive authorities have already begun to use domestic software, and therefore in the future these government agencies may purchase such software independently.

It was also noted that the mechanism of centralized software procurement itself is not effective enough due to the lengthy process of transferring software licenses to federal executive authorities and the lack of centralized tools for monitoring the activation date and volume of license use. According to the Ministry of Digital Development, this leads to a decrease in responsibility and motivation on the part of federal executive authorities for the timely use of licenses and, "in this regard, a reduction in their useful life."
