Buying from a foreign online store will become easier

ill No. 211006-8 "On Amending Article 7 of the Federal Law "On Combating the Legalization (Laundering) of Criminally Obtained Incomes and the Financing of Terrorism" (in terms of clarifying the procedures for identification and simplified identification) passed its second reading yesterday, February 28.
According to the draft law, users of foreign online stores will be able to avoid the identification procedure when making a purchase of up to 15 thousand rubles or an amount in foreign currency equivalent to 15 thousand rubles. So far, this requirement is absent only for users of domestic online stores. According to the draft law, credit institutions will retain the obligation to identify suspicious transactions carried out for the purpose of legalizing criminal proceeds and financing terrorism.

Deputy Andrei Lugovoi submitted a draft law to the State Duma that equalizes the conditions for purchases in foreign and domestic online stores. Users of foreign online stores will be able to avoid the identification procedure when making purchases of up to 15 thousand rubles, as is currently the case in domestic online stores.
Pavel Katkov, lawyer, economist, member of the RF CCI Committee on Entrepreneurship in the Sphere of Media Communications, noted that, if we are to believe the authors of the bill, it is being adopted in order to provide citizens with alternative methods of paying for purchases in foreign online stores and to optimize the administrative burden on banks. "According to them, the provisions of the bill will not entail negative socio-economic and other consequences, including for subjects of entrepreneurial and other economic activity. Whether these two statements are true is still unclear. At first glance, everything looks like a leveling of conditions and a reduction in the regulatory burden," he commented.
Sergey Uchitel, a partner at the Pen & Paper law firm, explained to a ComNews correspondent that given the introduction of sanctions restrictions, there was a need to find ways to ensure the uninterrupted flow of goods and services, as well as to remove barriers to transactions of at least small amounts. "The adoption of the amendments will provide citizens with alternative methods of paying for purchases in foreign online stores and optimize the administrative burden on banks associated with the identification and simplified identification procedures: this measure is achieved by eliminating the identification factor in the case of transactions in the amount of less than 15 thousand rubles. De facto, the changes made to the bill in the second reading are limited to technical amendments: initially, it was supposed to incorporate a new paragraph 1.4-7 in Article 7 of the Federal Law "On Combating the Legalization (Laundering) of Criminally Obtained Incomes and the Financing of Terrorism", but by the second reading, a decision was made to change the wording of the existing paragraph 1.4 of Article 7: there are no significant changes. Given the instability of the exchange rate, we believe that we should think about increasing the threshold value of the maximum transaction amount without identification to at least 30 thousand rubles," he commented.
