Political legacy: A US president can either try to turn his policies into laws in laborious cooperation with Congress. Or he can rule by decree. Trump has primarily chosen the second option and therefore his political legacy is like footprints in the sand. As soon as the next wave comes, they are gone. Joe Biden is that wave. He has already reversed the most important cornerstones of Trump's policies in the first few weeks.
