How a police officer can exceed his authority

Since law enforcement officials are given special powers, sometimes some officers lose control of themselves, starting to ignore their duties in the belief that they will not have to answer for their actions.
An example of abuse of authority may be a demand to hand over a passport (this violates Article 19.17 of the Code of Administrative Offenses), a mobile phone, violence or threats of violence, the use of handcuffs, physical force, a baton, service weapon or special means, if there is no immediate danger.
