The protective zener diode at 31V is broken

an increase in voltage at the output of the power supply due to a periodic break in the zener diode in
the optocoupler control circuit.

No short circuit in secondary circuits was detected. Detailed check showed that
there is no bias on the base of output transistor Q601 type 2SD734 (25V, 0.7A, 0.6W 250Mhz).
Bias is supplied via 4 series-connected resistors R620, R626, R627, R628, with a resistance of 56k each.
