There are a number of initiatives that are already being implemented, such as preferential taxation and other support measures. To this we need to add a reliable IT infrastructure so that all startups can show not an outflow, but, on the contrary, an inflow into the country."
Valery Ermakov pointed out the need to eliminate digital inequality: "It is important that digital infrastructure is available throughout the country. There is still a very large gap between Moscow and most regions. We need to equalize everything, because this creates a unified environment in which citizens begin to become familiar with technology, which again helps to form future personnel and creates demand for new products, equipment and technologies."
First Vice President of Aquarius LLC Dmitry Titov noted another important task: "To some extent, our country is already a leader in terms of digitalization of public administration and the banking system. Now the same successes must be achieved in automation and organization of production. It is good that there is a state program to eliminate digital inequality, and, of course, it must be followed. But the organization of production, which also affects the problem of personnel training, is a more important task."
Igor Zarubinsky, CEO of MTS Web Services, explained what he understands as the term "Technological Leadership": "It is a little unclear how to calculate leadership. For example, in the field of artificial intelligence, leadership is calculated in the number of patents and scientific articles that countries have protected. But we have a different path. In our case, leadership is more likely to be about the fact that technologies should help achieve those global metrics that the state sets for itself in its long-term strategy. On the one hand, we must clearly outline an action plan, on the other hand, technologies themselves set the trend, and here it is important to determine the metrics. Fulfilling these metrics and plans, in my opinion, is the very leadership that we need. It is not measured in the number of articles, the size of data centers, etc."
