The number of illegal actions in cyberspace has doubled in the last five years, said Interior Minister Vladimir Kolokoltsev. Sometimes fraudsters act on behalf of the heads of various departments, he said.

The minister said that deception techniques are becoming increasingly sophisticated, and deepfakes are being actively used. At the same time, they generate their images and voices using neural networks," the head of the department said.

The minister added that the police begin working with the applicant when the crime has already been committed. Eliminating the causes and conditions that contribute to cybercrime is largely the responsibility of other agencies: regulators, telecom operators, credit institutions and Internet providers.

Kolokoltsev also said that a bill has been developed that provides for the introduction of criminal liability for the transfer of an electronic means of payment or the provision of access to it to other persons on a paid basis. Amendments have been initiated that will allow law enforcement agencies to suspend fraudulent financial transactions.

The head of the Ministry of Internal Affairs added that the ministry has special units to combat cybercrime.
