However, back in late 2023, Tekhstroy stopped paying Atlant. Seeing that there were no prospects for Tekhstroy to repay its debts, the Novosibirsk company initiated direct communication with Miranda-Media LLC. As Irina Stepanova, Commercial Director of Atlant LLC, told a ComNews correspondent, the company has the labor force and experience in creating communication facilities in new territories, so it had something to offer Miranda. According to Irina Stepanova, Atlant has so far agreed with Miranda on the construction and legalization of new communication facilities, but the companies are in dialogue about completing the work that the Neoleks group members were unable to complete.
A representative of Miranda added: "The selection of any contractor in the Miranda-Media Group of Companies is carried out in accordance with the procurement policies and procedures adopted in the group. In this case, when choosing a third party, we were guided by several other criteria: readiness to complete the work, including in new territories; availability of the necessary experience, licenses, certificates, etc.; familiarity with the project, which will allow the work to be completed without an introductory period."
"We are ready to perform the entire volume of work on those contracts that the Neoleks Group companies have not fully executed, but we need to conduct an audit and understand what state everything is in now and why the deadlines have been so delayed," says Irina Stepanova. She suggests that the main reason for the shortcomings is the poor financial condition of the Neoleks Group of Companies as a whole and Tekhstroy LLC in particular.
For this reason, Atlant filed a claim with Tekhstroy a month and a half ago, and last week filed a lawsuit against this structure in the arbitration court. As Irina Stepanova told a ComNews correspondent, the amount of debt of Tekhstroy LLC to Atlant is about 30 million rubles, and all debt positions are confirmed by reconciliation acts. For Atlant, the amount of debt is significant: Irina Stepanova said that this company is family-owned and finances all projects from working capital, without attracting loans. "Therefore, we rely on our own assets: Atlant has two mechanized columns, we have six bulldozers, two excavators, eight construction teams and a staff of designers," Irina Stepanova explained. She noted that Atlant, created in 2019, has experience in the construction of both fiber-optic communication lines and base stations - in particular, the company previously worked with another large cellular operator in Crimea.
