Digitalization of voluntary health insurance helps HR professionals

The idea of ​​creating a platform for clinics serving patients under voluntary health insurance (VHI) was voiced by Olga Rybakovskaya, Deputy Head of the HR Department of the Donstroy Group of Companies, at a meeting of the Inter-Industry Commission on Occupational Health and Safety of the Russian Managers Association in Moscow.

"A mobile application with full coverage of VHI services and clinics with the ability to make an online appointment," Olga Rybakovskaya outlined the future format of the platform. "There is already online appointment in mobile applications, but not all clinics provide this opportunity. It would be great if there was a single rating of VHI doctors, that is, a single rating was compiled from all clinics. This would be a joy for employees."

According to her, such a platform could implement the ability to exchange medical histories between medical institutions. "An employee changed jobs, a clinic, his history remained in one clinic, but he goes to another," Olga Rybakovskaya gave an example of a typical situation in the VHI system. "We understand that you can go to the clinic, write an application, request, they will give you everything, but it takes a long time, it is inconvenient and not always some clinics are accommodating, so problems arise here."

"If we talk about what digitalization of VHI gives to a company, it increases useful working hours. That is, a person gets sick less often and works more, everyone is happy. But [for HR specialists] it is very important that the entire history of requests, medical reports, and research results is accumulated in one place, perhaps in a mobile application. Now, yes, there is information and requests are accumulated, but not all private clinics have switched to electronic document management and not all requests and documents, especially doctor's discharge summaries, are accumulated in the application," said Olga Rybakovskaya.

Irina Ershova, Head of the Personnel Remuneration Department at VTB Leasing, added that a rating of doctors at all voluntary health insurance clinics would greatly help HR staff in coordinating employees. "People come to us with the request 'recommend a doctor, we don't know where to run'. And here we would like to have some additional picture, an assessment of what kind of condition the person is in now, and really have a general rating of doctors, where we could understand where to send the person," noted Irina Ershova.

She added that before the advent of digital VHI solutions, VTB Leasing often faced the need to re-register paper policies of employees working on a rotational basis in other regions. "Our company is fairly distributed [across the country], we even have shift workers, and so we need to receive services in all points [of the country] - people get sick regardless of whether they are on shift or at home. Therefore, digitalization is important for us, and telemedicine saves us. Electronic policies for employees are very helpful. If you remember, five to seven years ago, when we were brought boxes with policies from different regions, and in order to redistribute them, it was necessary to involve several levels of the institution's management. As soon as electronic policies appeared, many of our problems were solved," said Irina Ershova.
