Currently, there is no single form, and common house readings are often not reflected in them. As a result, citizens do not understand what they are paying for. This measure is being assessed by the Ministry of Construction, the Ministry of Digital Development, and other agencies.

Currently, there is no unified form, often the general house readings are not shown in the payment receipts, and citizens do not understand what exactly they are paying for, said Pavel Sklyanchuk, an expert with the People's Front. Usually, the receipts only indicate the amount of expenses for general house needs (including, for example, cleaning the entrances) without a detailed breakdown, he added.

The press service of the Ministry of Construction told Izvestia that "the implementation of the measure involves a transition to electronic payment documents for housing and communal services," which will be generated in the state information system for housing and communal services (GIS Housing and Communal Services). The initiative is aimed at improving the quality and accessibility of information on charges and payments by consumers for housing and communal services, as well as reducing the costs of paying for printing and delivery of paper receipts, the ministry said.
