The experimental legal regime of the EPR, established for three years, is aimed at the development, testing and implementation of unmanned aircraft systems (UAS). The expediency of establishing the EPR is due to the presence of provisions in the legislation of the Russian Federation that make it impossible or significantly complicate the implementation of UAS.

This will minimize the risks of harm when implementing digital innovation, and will also ensure prompt deployment and effective operation of services using unmanned aircraft systems. The Fly Drone intelligent platform will be implemented by the operator of the pilot area. The system modules of the Fly Drone intelligent platform responsible for the use of airspace will be developed, tested and implemented in pilot use in cooperation with the Russian Ministry of Transport and the Federal Air Transport Agency, their territorial bodies and subordinate organizations.
