“China has discovered more zero-day exploits than any other country in the last few years, and we expect that number to continue to grow, which should pose a major threat to organizations,” says Wunderley.
According to ZeroFox's "Key Forecasts 2024" report, while nation-state-sponsored groups have historically been the primary threat actors behind zero-day exploits, that is changing. Ransomware groups like CL0P are now also using zero-day vulnerabilities.

Control by regulatory authorities
In 2023, a number of cybersecurity leaders found themselves under the microscope of regulators. Former Uber CSO Joseph Sullivan was sentenced to three years of probation and ordered to pay a $50,000 fine for his role in responding to the company’s 2016 data breach. SolarWinds CISO Tim Brown also faced a lawsuit. The U.S. Securities and Exchange Commission (SEC) filed a lawsuit against him and SolarWinds, accusing them of failing to maintain adequate cybersecurity controls before the 2019 cyberattack.
These high-profile cases may signal the possibility of greater accountability at the personal and corporate levels. “CISOs are in a very difficult position where they have to choose between their personal wealth and a compensation plan that is often heavily weighted toward maintaining stock prices and cutting expenses, and what’s best for safety,” Nash says.
Continued regulatory scrutiny could change how businesses approach cybersecurity. “I think as we start to see more accountability, it could change how organizations prioritize their spending and how they choose to communicate to their leadership and the public how secure they are,” Nash says.
