State regulation of electronic media: complex search for compromises

The round table “Alternative models of regulation in the sphere of electronic signature”, which was held on December 7 at the Analytical Center under the Government of the Russian Federation by the Project Office for the implementation of the national program “Digital Economy”, showed that quick and effective results from state regulation of the institution of electronic signature (ES) should not be expected.

The draft law on state regulation of electronic signatures, which is currently undergoing comprehensive discussion (by government agencies and the business community) at various venues, was born in the france mobile database of the implementation of the plan of measures for regulatory regulation of the federal program “Digital Economy”.

Dmitry Ter-Stepanov, Director of Regulatory Affairs at ANO Digital Economy, noted the progress in bringing order to the Russian EP market, which is being achieved during the development and discussion of the draft law on EP and is aimed at creating an environment of trust in the use of EP. According to him, the draft law also includes mechanisms that exclude the diversity of EP for a citizen acting in different roles and in different legal relationships. In his opinion, the new law will allow up to 100% of the country's economically active population to use EP.
