The bill was introduced by a group of deputies from the LDPR party. The authors of the bill propose to supplement the Code of the Russian Federation on Administrative Offenses (CAO).

"We often receive requests from citizens, especially women, who ask for protection, having found themselves under persecution from people from whom they want to protect themselves, who frighten them with their importunity. In some cases, this turns into a real hunt, surveillance at home or work, endless messages and calls. Women become victims of such threatening attention, they are in obvious danger, but the current legislation does not regulate this problem in any way. The police react only after the fact of an offense against the victim," Vasilina Kulieva, a State Duma deputy, a member of the LDPR faction, a member of the State Duma Committee on Family, Women and Children, explained to ComNews.

In the explanatory note, the authors of the bill report that the current legislation does not provide for direct criminal liability for stalking and harassing a person. There are also no measures that could deter a stalker without bringing him to criminal liability. At the same time, some steps have been taken to combat stalking. For example, punishment is provided for threats of murder and causing harm to health, slander, illegal collection of personal data, access to personal correspondence, intentional destruction of property and hooliganism, insults, etc. "If one citizen follows another citizen, invades his personal space, leaves comments on his page on social networks, but so far does not cause harm to health or property, then there is nothing to contact law enforcement agencies with," the authors of the bill explain.

The deputies pay special attention to modern technologies, which, in their opinion, greatly expand the capabilities of stalkers. For example, cameras in a phone allow one to observe a victim, and in leaks of personal data one can find an address, phone number and other information about a person. "Any aggressive stalking via SMS messages, social networks should also become the basis for proceedings," the authors of the bill write.
