In an interview with Forbes in 2021, Eugene Kaspersky suggested that devices would be limited to pre-installed applications, but already in February 2023, Dmitry Lukian, head of business development for KasperskyOS, told Vedomosti that the installation of third-party applications would still be supported and negotiations with external developers were already underway.

Head of KasperskyOS Business Development Group Viktor Ivanovsky also did not rule out using the Flutter framework for developing applications in the KasperskyOS environment: "Currently, as part of the research project, we are focusing on QT, and are also conducting research on providing the ability to use Flutter for developing applications. If we talk about the application catalog, then the work is going according to plan."
