Chechen Vainakh Telecom has not yet implemented an anti-fraud system, since it has not yet chosen one of three options for organizing its operation.

"The Anti-Fraud IS system has not yet been implemented on the network of JSC Vainakh Telecom, the issue is being worked on. The State Radio Frequency Center, subordinate to Roskomnadzor, announced three options for connecting to the Anti-Fraud IS system: through the software they provided, by configuring it australia whatsapp resource on our network, through a superior operator, and independently, by developing software taking into account the requirements within the framework of the provided TU. All three options are being worked on by us, the deadline for commissioning the Anti-Fraud system has been set for Vainakh Telecom for April 2024. Accordingly, we plan to decide on the option for connecting to the Anti-Fraud IS system this year, and to begin work on implementation in January 2024," the press service of JSC Vainakh Telecom reported to ComNews.

Hub from Roskomnadzor

combined anti-fraud systems to check incoming numbers back in 2022, but this was not enough to completely eradicate number substitution fraud.

"In 2022, the Big Four operators combined anti-fraud systems and implemented an algorithm for blocking fraudulent calls based on checking the incoming phone number. When receiving an incoming call, this algorithm requests confirmation from another operator that their subscriber is actually making this call. If confirmation is not received, the call is considered fraudulent and is not delivered to the subscriber," the ComNews source said.

According to him, to fully solve the problem of telephone fraud, it is necessary that the verification of incoming numbers be carried out between all operators in Russia without exception. "To solve this problem, Roskomnadzor began creating the Unified Call Verification Platform (UCVP), which will be able to unite and route requests from 2,400 anti-fraud systems of Russian operators. That is, the Roskomnadzor system is a kind of hub that unites all operator anti-fraud platforms, an additional link in the chain when checking a number. All work on uniting the anti-fraud systems of operators is planned to be completed by April 2024," said the industry representative.
