It is obvious that such a large-scale transition will require colossal investments from the owners of critical information infrastructure facilities. Thus, according to the Association of Russian Banks, replacing all software and IT equipment will cost banks more than 700 billion rubles, and the amount may increase if the transition is carried out in a short time frame. And the transition to domestic software for state-owned companies alone will cost about 150 billion rubles. How can financing of such transformations be organized and will the owners of critical information infrastructure facilities be able to allocate additional money for this in the current difficult economic conditions?

Our other experts expressed hope for help from the state. Thus, Lev Matveyev suggested that, given the crisis, this project would be at least partially financed by the state. Such infusions would be useful for the IT industry, which, although not the most, has suffered in recent months.
