In SEO there are different ways of working. There is white SEO, which follows Google's policies and does not deviate from them; black SEO, which uses effective techniques but which Google has prohibited; and grey SEO, which uses one or the other method depending on the moment of the strategy, or both options at the same time.

There are several things that I consider more than necessary before starting to make a budget.
Because if you don't take them into account, you might make the mistake of thinking that all domains are worked in the same way.
Indexing
For me, one of the keys to SEO is knowing how Google values the URLs of a domain.
It's not just about knowing what's there, it's also important to know what consistency it has in SEO in order to know important things like the distribution of domain traffic or to find out which points you can work on and which ones it's better not to touch; at least at the beginning of the project.
Authority
Authority is just a mathematical figure and is not the main SEO factor we can work with.
But it is true that starting to work with a domain that has very little authority is not the same as starting to work with one with high authority, things change a lot.
Link building

History
Looking at the history of a domain, that is, whether it has had drastic ups and downs, I think is important.
When it comes to making the strategy/budget there are going to be many differences.
It is not the same to work for a domain that is growing little by little than for one that is in an uncontrolled decline.
If it is on the decline, the hours of strategy analysis multiply each work week.
Charging speed or smartphone issues
We cannot start working on a project and then tell the client that the SEO is not producing results because the website does not work on smartphones or because the loading speed is so slow that it does not convert for that reason.
This is something that needs to be analyzed and budgeted from the beginning as an addendum to the budget.
