3. How to Start Windows 11 in Safe Mode Using the Installation DVD or USB Drive and Command Prompt
Another way to enter Safe Mode in Windows 11 is to use a USB drive or DVD with the Windows 11 setup. Use one you already have, or create one now if you can on another computer. Then use it to boot your computer, select the language and keyboard layout you prefer, and click Next .

In the Windows 11 setup program, click Next.

On the Choose an option screen, select Troubleshoot .

To enter Windows 11 Safe Mode, select Troubleshoot.
