After undergoing an assessment by the INSS that proves a state of fragility, a worker who loses his or her ability to work due to illness or accident will be entitled to a full retirement pension. The beneficiary must have made 12 contributions to social security to be entitled to a disability retirement pension.


Special retirement
Workers who are exposed to harmful agents that may harm their health or physical integrity are entitled to special retirement benefits. To be entitled to special retirement benefits, the contributor must have made at least 180 contributions.

What changes with the pension reform
On February 20, 2019, the Federal Government submitted to uae mobile database the National Congress the proposed amendment to the Constitution (PEC), which includes changes to retirement rules.

We highlight the main changes presented in the proposal to Congress:

The new proposal has a general rule in the INSS regarding the minimum age. The standard for retirement, which was previously 55 years for women and 60 for men, would become 62 for women and 65 for men for INSS workers or public servants. The minimum contribution period will now be 20 years.

Based on the recently presented proposal, retirement based on contribution period will no longer be possible.

Transition rules
Transition rules are a strategy to mitigate the impact of changes on those who are closest to securing the right to retirement. Three different rules have been proposed:

Contribution time + age
Very similar to the 86/96 contribution model, where the worker needs to reach a certain score, adding their age to the contribution time.

With the change, the government intends to add 1 point each year, thus:

Men - 105 points by 2028
Women - 100 points by 2033


Contribution period + Minimum age:
With the change in the minimum age for men to 65 and women to 62, there will be a transition of 8 years for them and 12 years for them.
