you might consider creating a full-fledged birthday campaign in case the recipient doesn't make a purchase after receiving the first message. For example, it could look like this:

Your birthday is coming up! Here you have a 25% discount! (3 weeks in advance)
Happy Birthday! Did you get a discount code? (on your birthday)
Continue the celebration and get 25% off! (3 to 5 days after)
Or set up a reminder email to be sent a week after the subscriber opens the first birthday email but doesn't redeem the gift. Like Aveda:
